Unfortunately, R & D are the only two viable major parties, so people will vote for "the lesser of two evils", even if they are libertarian (typically a vote for GOP) or socialist party (typically a vote for the Dems).
The smaller parties need to focus on local elections...it's not likely a 3rd party candidate will be able to make waves in national politics unless they have lots of $$$$$.
Until this happens, people will vote for candidates that most closely resembles their "rhetoric", as you so candidly put it. What's the harm in that?
If the incumbent isn't keeping promises; you vote them out in the next primary.
You're seeing more and more long-time candidates lose or have close races in primaries, so the fear that a new guy can't come in for the RNC or DNC and beat the other guy, is waning.
